Scott Thiel is Asia Head of DLA Piper's Global Technology and FinTech sector initiative. He advises clients on all aspects of technology related procurements and outsourcing deals and has particular experience on regulatory issues associated with payments clearing and platforms, e-commerce settlements and cross-border payment services offerings.

Scott is a dedicated TMT specialist with a computer science background, which gives him insight that his peers do not have when working with technology companies and providers. This has resulted in him becoming a "go-to" advisor for all things data and tech-related for his clients.

Scott's technology focus is of extra importance at DLA Piper as he leads a number of tech-related initiatives within the firm, such as being a leader within DLA Piper's recently launched "Blockchain and Digital Assets" practice group and also being the firm's representative on the Hedera Hashgraph Governing Council - a next generation public distributed ledger technology (DLT) infrastructure through which DLA Piper is hosting a node.
Scott is also a non-executive director of the Blockchain Think Lab and Hedera Hashgraph. He is also the founder and product sponsor for TOKO, DLA Piper’s subsidiary which has built a tokenisation engine and digital asset management platform. Joel has extensive experience as a business leader and strategic advisor in the field of investment analytics, and currently runs his own risk consulting and advisory business, Eight Isle. He began his career in London in 1999 with Barra, the risk analytics provider, and then later worked for BlackRock in a number of risk management roles. Most recently he was Managing Director, Head of Asia Pacific for Axioma Inc (now Qontigo). He has hands-on experience working with multiple asset classes across a diverse set of geographic regions, as well as possessing broad analytical strengths and skills in quantitative research and analysis, risk model development, portfolio construction and investment process design. Joel is also a CFA®️ charter holder.

Neil is responsible for overseeing all financial product design within the Diginex ecosystem, including EQUOS, Digivault, Borrowing and Lending, Capital markets, and Access.

Previously, he spent 13 years at Nomura in various roles across equity products in London, Tokyo and Hong Kong. Most recently, Neil was Managing Director, Head of Equity Trading for Asia, managing equity and equity-linked product trading. Earlier in his time at Nomura, he was Global Head of Equity-linked Content and Trading, where he created and built an award-winning desk analyst team for both internal and external client use including managing their own trading books.

Prior to this, Neil worked at Cazenove & Co, in Convertible Bonds Research, Sales and Trading functions. Neil holds a MEng (Hons) in Aeronautical Engineering from the University of Bristol as well as an Advanced Diploma in Financial Planning.

Lapman is a member of the Dutch Chamber Finance Committee and member of the European Chamber Financial Services Business Council. In his position as Partner at Deloitte, he focuses on helping financial institutions manage risk and respond to regulatory-driven change resulting from requirements with a global reach (such as Basel and IBOR transition), as well as local HKMA and SFC requirements. He provided IBOR training to regulators in HK.

In addition, Lapman is a frequent speaker on the topics of FinTech as a Committee Co-Chair of the HK FinTech Association and an honorary fellow of the AIIFL program of the University of Hong Kong.
